All individuals and corporations in Québec are eligible to benefit from the services the SAAQ provides, often in more than one capacity.

With respect to insurance, the SAAQ insures all Quebecers against road accidents, whether they are drivers, passengers or pedestrians. Only the owners of vehicles and drivers, however, are required to pay contributions to the insurance plan.

In terms of road safety, road users are SAAQ clients and separated into eight large categories:

  • Automobile and heavy vehicle drivers (including holders of a learner's licence);
  • Passengers of vehicles;
  • Vehicle owners (individuals and companies);
  • Heavy vehicle owners and operators;
  • Motorcyclists;
  • Pedestrians;
  • Cyclists;
  • Drivers of all-terrain vehicles and snowmobiles.

The categories are further classified on the basis of social and demographic characteristics, such as age, sex and health. The SAAQ is constantly fine-tuning is prevention initiatives in keeping with the issues that concern the different segments of its clientele.

With respect to carrier enforcement, targeted individuals include drivers, heavy vehicle owners and operators who transport people and goods, as well as owners of limousines and taxis.
