When individuals who have never held a licence commit an offence, the SAAQ opens a file and enters the number of demerit points related to the offence.
If 4 demerit points or more are entered on their record, their right to obtain a licence will be suspended for a minimum of 3 months as of the date indicated on the penalty notice.
When 4 demerit points or more are entered on the driving record of holders of either of these licences, their licence will be revoked (cancelled).
The licence holder can no longer drive a road vehicle for a minimum of 3 months as of the date indicated on the penalty notice.

During a penalty period
Individuals who drive while their driver's licence or right to obtain a licence has been revoked or suspended due to an accumulation of demerit points commit an offence.
This means that the vehicle they are driving can be seized and impounded for 30 days. If the individual does not own the vehicle, under the Highway Safety Code, the individual must notify the vehicle owner immediately. The seized vehicle is towed away and impounded at the owner's expense.
The individual may also be liable to pay a $600 to $2,000 fine and legal costs. Other fees may be added to the fine provided under the Highway Safety Code (contribution to the IVAC crime victims compensation program, registry fees, etc.).
At the end of the penalty period
Inidividuals who have had their licence revoked will need to get a new licence at the end of the penalty period. To do so, they must comply with the eligibility requirements provided under the Highway Safety Code.
