Act Respecting Owners, Operators and Drivers of Heavy Vehicles

This law creates a transport framework in Québec in order to increase road user safety and maintain the integrity of the road network.

The law sets up mechanisms to monitor the conduct of heavy vehicle owners, operators and drivers. The Commission des transports and the SAAQ are responsible for these mechanisms.

The Commission keeps a register of owners and operators of heavy vehicles. The SAAQ tracks and assesses the driving behaviour of heavy vehicle owners and operators and intervenes directly with those at risk. If necessary, the SAAQ may submit at-risk files to the Commission, which can impose corrective measures, change safety ratings and ultimately, suspend the right to travel and operate heavy vehicles.
